Short description.
The paper defines a Sovereign Web4 Federation as a governed network of machine-comprehending nodes, each of which advertises an independent identity, an independent evidence surface and a policy-indexed interoperability contract. The paper separates federation architecture (nodes, roles, transports and authority-return relationships) from federation governance (admission, promotion, demotion, revocation and evidence lifecycle) and from federation interoperability (cross-node evidence recognition, machine-readable manifests and citation-preserving link semantics).
The paper composes the black-box conformance framework from Paper 3 onto multi-node topologies: identity conformance becomes cross-node identity resolution; context conformance becomes evaluation-context transport across authority boundaries; change conformance becomes federation-wide provenance continuity. The paper introduces a formal separation between apex authority, data-plane authority and machine-surface authority, and states the minimum manifests each role must publish.
