The paper introduces Governed Relational Geometry as an implementation-neutral formal model for evidence, context and valid transformation. The model defines a governed relational geometry as a policy-indexed structure of positions, relationships, contexts and partial transformations. A governed position records identity conditions, admitted evidence, evaluation context, authority, material constraints, status and provenance lineage. A governed transformation maps input positions to an output while preserving or explicitly accounting for the properties required by policy.

The model separates content equivalence from governed equivalence; distinguishes declared context from evaluation context; separates evidentiary, validation and lifecycle states; and defines authority boundedness, constraint handling, contextual transport, contradiction containment, noninterference under irrelevant change and responsiveness to material change. Under stated compatibility and monotonicity assumptions, valid transformations compose; provenance continuity is proved by induction over finite transformation chains.
